To ask the Secretary of State for Transport what progress has been made with the proposals to modify the qualifying conditions for an orange badge and to tighten the monitoring of abuse; and if he will make a statement.

Mr. Atkins

We are currently drawing up detailed proposals for redefining the eligibility criteria for the orange badge scheme in the light of the plans we published earlier this year. We are also examining ways of extending the benefits of the scheme to people with severe upper limb disabilities. We shall consult widely on our proposals as soon as possible.

Revised eligibility criteria are needed so that badges are issued only to those who genuinely need them. Our proposals for a new design of badge with space for a photograph of the holder will aid enforcement. The operation of the revised scheme will be kept under close review and discussions held with chief police officers as necessary.
