At the same time they should tell the individual concerned that allowances will cease to be paid and advise them, should they be unemployed, to return to the UBO to claim benefits.
Where, for whatever reason, the situation described in the question does arise, the question would be referred to the training agency and trainees could be asked to make a repayment.
