To ask the Secretary of State for the Environment what is the estimated net saving in terms of public expenditure as a result of the measures taken over the past 10 years to restrict expenditure by local authorities.

We have taken a number of measures to restrict expenditure by local authorities which have resulted in substantial savings over the past 10 years.
