To ask the Secretary of State for Transport, pursuant to his answer of 11 April to the hon. Member for Rugby and Kenilworth, what action he will be taking to reduce congestion during peak hours to restore traffic flows between junctions 9 and 10 of the M1.

We are seeking to increase capacity, assist traffic flow and offer improved alternative roads.

Our current programme includes the provision of climbing lanes for use by slow moving heavy goods vehicles in both directions from junction 9. The northbound one will extend the whole length between junctions 9 and 10, creating an extra lane. The southbound one will extend 1.41 km. from junction 9. Work is planned for 1991–92.

The possibility of further improvement is being considered in the current review of the road programme.
