§ Mr. Peter BottomleyIt is Government policy that communities with more than 100,000 inhabitants should have easy access although not necessarily direct connection to a trunk road. The justification for trunk road schemes is based on a comprehensive appraisal of costs and benefits. Selection of the appropriate carriageway standards forms a part of the process.
