To ask the Secretary of State for the Environment what discussions his Department has had with(a) the Central Office of Information, (b) commercial advertising agencies and (c) the Independent Broadcasting Authority about future publicity campaigns on the implementation of the Local Government Finance Act.

The COI is currently producing an update of the existing booklet explaining the community charge, following Royal Assent to the Local Government Finance Act 1988. My Department has had no discussions with commercial advertising agencies or with the IBA.
