§ Mr. MacGregorExtending the cereals co-responsibility to imported cereals substitutes would be difficult to achieve, contrary to the European Community's international obligations and would be inconsistent with the Government's efforts in the current GATT negotiations to liberalise agricultural trade. The United Kingdom Government have consistently opposed a co-responsibility levy as being the wrong way to tackle the problem of cereal surpluses.
