To ask the Secretary of State for Energy what is the average annual cost of heating a two-bedroomed house in(a) south-east England, (b) the west country, (c) the north-east and (d) Scotland.

Table 1 gives the costs of heating a standardised two bedroom house in the four regions requested. For any region the costs will vary according to the type of fuel utilised and the level of house insulation. Table II gives current and price deflated indices for fuel used for domestic heating. In real terms the cost of heating a house (irrespective of the fuel used) is lower in 1988 than at any time since 1981.

7. Figures are adjusted for regional degree days. For coal only, figures also take account of regional fuel price variations.

8. An allowance has been made for electricity used to power central heating pumps.
