To ask the Secretary of State for Health what treatment has been given to Mr. Paul Cleeland at Moss Side special hospital by the responsible medical officer.

Since his admission to Moss Side hospital Mr. Cleeland has had a high level of support and has been extensively assessed. There is, however, a difference of opinion between the responsible medical officer and the patient over the treatment that he should be given and Mr. Cleeland's case remains under review. If the hon. Member requires further details he may care to contact the medical director of Moss Side hospital.

To ask the Secretary of State for Health if he will set up an independent inquiry into the circumstances surrounding the detention and treatment of Mr. Paul Cleeland.

No. Mr. Cleeland was transferred to Moss Side hospital from Parkhurst prison on 18 March 1987 under section 47 of the Mental Health Act 1983 on the basis of reports from two registered medical practitioners that he was suffering from mental illness of a nature or degree which made it appropriate for him to be detained in hospital for treatment. Mr. Cleeland's case was considered by an independent mental health review tribunal from 22 to 26 February 1988 which concluded that he was properly detained in hospital.
