§ Mr. MoynihanIn its 1986 consultation paper, "The Water Environment; The Next Steps", the Government indicated
In order to launch [the new Statutory Quality Objective System] on a firmly established clear basis, the Government proposes to use initially the objectives which the Water Authorities have adopted. These objectives are widely understood, have been the subject of local consultation, and can be related to the classifications used as a basis for water quality measurement in the [1980 and 1985] River Quality Surveys. Using them at the outset will ensure continuity and provide a good basis for comparison between progress in different … areas, and between the present situation and any future review".This remains the Government's position. Legislation to give effect to it will be brought before Parliament in due course.
