asked Her Majesty's Government:

Whether they will confirm that owners of properties which are let will continue to be able to make proposals to alter rateable values following enactment of the Local Government Finance Bill.

The question of who other than the valuation officer is to be able to propose changes to the rating list after 1990 will be a matter for regulations to be made by my right honourable friend the Secretary of State. There will be consultation about those regulations when the position of owners can be fully considered.
