To ask the Secretary of State for the Environment in which way the United Kingdom representative voted at the sixth meeting of the standing committee of the Berne convention in Strasbourg when considering the proposal to include Lululla arborea in appendix II of the convention; and if he will make a statement.

The Government accepted the Nature Consevancy Council's advice to support the listing of the Lululla arborea in appendix II to the Berne convention. However, the species is already listed in annex I of the birds directive (79/409 EEC) and therefore comes within Community competence. I understand that, following consultations with all members states at the sixth meeting of the standing committee to the Berne convention, the Commission abstained from voting on the proposal to include the Lululla arborea in appendix II.
