To ask the Secretary of State for the Home Department if he will request the Commissioner of the Police of the Metropolis to consider whether the parking of coaches opposite Parliament and the consequential congestion is consistent with the Sessional Order requiring the passage through the streets to be kept free and open.

I am advised by the Commissioner of Police of the Metropolis that the parking restrictions prohibit coaches from parking in the area referred to by my hon. Friend, but that they do allow coaches to stop to set down and pick up passengers. Traffic wardens are deployed to prevent coaches from parking and to limit the number of coaches stopping at any one time. The police prevent coaches stopping when this causes difficulties; for example, during lobbies of Parliament.
