§ Mr. SalmondTo ask the Chancellor of the Exchequer if he will estimate by county and English region the number of adults who, as a result of tax changes outlined in the Budget, will(a) pay no income tax, (b) pay income tax at the lower rate and (c) pay income tax at the higher rate; and if he will express these numbers as a percentage of the adult population.
§ Mr. Norman Lamont[holding answer 13 April 1988]: As a result of the income tax changes in the Budget, it is estimated that 750,000 fewer adults will be liable to income tax and about 270,000 fewer single people and married couples will be liable to income tax at the higher rate than if allowances and thresholds had remained at 1987–88 levels.
