To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to press for an international ban on all military research leading to the testing or release of genetically engineered micro-organisms to the environment.

Mr. Mellor

The 1972 biological weapons convention prohibits the development or production of microbial, other biological agents and toxins, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes. The implications for this convention of various technological developments, including genetic engineering of micro-organisms, are considered regularly at review conferences. The next such conference will take place not later than 1991.
