§ Mr. Peter BottomleyThe policy for the Scottish Lowlands airports remains that set out in the 1985 White Paper "Airports Policy" (Cmnd. 9542): that intercontinental and long-haul flights are only exceptionally allowed to use Glasgow and Edinburgh airports, but that this policy will be reviewed if Prestwick airport's financial results have not shown a steady improvement by 1989.
