To ask the Secretary of State for Transport when the limits on damages which passengers on international scheduled flights can receive for death or injury pursuant to the Hague protocol to the Warsaw convention were last revised: and whether he will approach the co-signatories to secure agreement that these limits should be indexed annually in accordance with some parameter of value.

The latest amendments to the Warsaw convention — the Montreal protocols — were drawn up in 1975, and would raise the compensation limit to about £79,000. The protocols require 30 ratifications to bring them into force. So far only eight countries, including the UK, have ratified, and we are doing all we can to persuade other states to follow suit. These protocols provide for limited inflation increases of the liablility limits.
