To ask the Secretary of State for Defence what arrangements are made for royalties to be paid to Her Majesty's Government when products developed as a result of publicly funded military research and development are exported.

When the Ministry funds the development of products which are sold subsequently to third parties, arrangements exist for a commercial exploitation levy to be paid. In general the Ministry encourages the sale of such products and the levy is normally based either on profit sharing arrangements, or, for low-value sales, on a percentage of the net selling price.
