§ The Prime MinisterI have received a letter from the hon. Member for Manchester, Central (Mr. Litherland) enclosing one from Councillor Eileen Kelly. a copy of which was also sent to my right hon. Friend the Secretary of State for Social Services. My hon. Friend the Parliamentary Under-Secretary of State for Social Services has now replied to the letter. It is not my usual practice to publish exchanges of this kind.
