§ Lord James Douglas-HamiltonMy right hon. and learned Friend plans to consult on this and other issues arising from a review of the Civic Government (Scotland) Act 1982 later this year. In doing so, he will take into 383W account measures to combat the fouling of public places by dogs which are being pursued with apparent success in some areas of England.
