§ Mr. RifkindThe total number of staff in the Scottish Office, excluding the Scottish Prison Service, was 6,525 on 1 March 1988. It is not known how many staff are Welsh, Scottish or English, but in a recent voluntary survey of the ethnic origins of staff, which achieved a response rate of 88 per cent., 99.6 per cent. of respondents classified themselves as "White", 0.3 per cent. as "Asian" and 0.1 per cent. as "Black".
