To ask the Secretary of State for Employment what steps the Government have taken to find young people the YTS scheme of their choice within the time recommended.

Mr. Cope

Since 1983 the Government have guaranteed that all unemployed school leavers would be offered a YTS place by Christmas and each year this guarantee has been effectively met. This achievement reflects great credit on the Manpower Services Commission which is responsible for providing an appropriate range of places in each locality and the careers service which is responsible for placing young people on YTS within the guarantee period.
