§ Mr. CohenTo ask the Secretary of State for Scotland (1) if he will amend his recent regulations in relation to the community charge to give individuals who appear on the community charge register the option as to whether or not they would like their name and address to be sold;
(2) if he will amend his recent regulations in relation to the community charge so that individuals who appear on the community charge register will be told of the fact that their name and address may be sold without their knowledge or consent.
§ Mr. LangI refer to the answers I gave on 3 November 1987 at columns550–51, on 28 January 1988 at column 325 15W and on 6 July at column 35. My right hon. and learned Friend is still considering these matters. Pending that consideration, I do not consider that formal notification to individuals of the present position is required.
§ Mr. CohenTo ask the Secretary of State for Scotland what steps he has taken to account for the problems of adult literacy, dyslexia or English as a second language when producing the regulations in relation to the community charge.
§ Mr. LangThe notification and inquiry forms prescribed in the Community Charges (Registration) (Scotland) Regulations 1988 have been made as simple and straightforward as possible in the light of comments made on the draft regulations.
