To ask the Secretary of State for Social Services if he will itemise in cash terms the amount spent by each regional health authority on administration in 1979, 1980, 1981, 1982, 1983, 1984, 1985, and 1986."

To ask the Secretary of State for Social Services (1) if he will give per capita spending on health and personal social services in cash terms and at 1987–88 prices for each year since 1979 to the latest available date for(a) all ages, (b) up to four years, (c) five to 15 years, (d) 16 to 64 years, (e) 65 to 74 years and (f) 75 years and over, giving the amount spent on (i) hospital and community services, (ii) family practitioner services, (iii) personal social services and (iv) total in England;

[holding answer 18 February 1988]: Estimates of gross current expenditure per head of population on health and personal social services, in cash and at 1987–88 prices, for each year between 1979–80 and 1985–86, the latest year for which these estimates are available are given in the table.

These figures are derived through successive estimations starting with the Department's programme budget analysis, details of which are provided annually to the Social Services Committee and are published by the Committee in minutes of evidence associated with its report on public expenditure on the social services 1987 (HC 413). Expenditure on each of the services identified is then apportioned to different age groups from data on the use of services derived from a variety of sources. Due to these changes in sources and definitions data for the earliest years may not be fully consistent with those for later years.

Mr. Simon Hughes

To ask the Secretary of State for Social Services why he will not publish figures for Greater London as a whole, for Health Service expenditure in real terms, using the National Health Service pay and prices deflator.

Mr. Newton

The composition of an individual health authority's expenditure, or that of a group of health authorities in a particular metropolitan area, can differ significantly from the national average. It is therefore not appropriate to revalue such expenditure by reference to centrally assessed movements in pay and prices.
