§ Mr. Kenneth ClarkeMy right hon. and noble Friend the Secretary of State consulted the chairman of Rover Group, Mr. Day, who advised that the Rover Group board considered exclusive negotiations with BAe should be pursued. The Government have accepted this advice, provided that negotiations are concluded by the end of April.
