§ Mr. SheermanTo ask the Secretary of State for Transport (1) if he will call for a report from the Civil Aviation Authority as to whether the definition of time zero in the "Net Safety Benefit Analysis" (Civil Aviation Authority Paper 87017) equations refer to the time of ignition, the time the aircraft contacted the ground or the time the evacuation could have started;
(2) if he will call for a report from the Civil Aviation Authority as to the way in which it obtained an accurate indication of the time at which the first and last survivors evacuated the aircraft in each of the 20 accidents examined in detail in the "Net Safety Benefit Analysis" (Civil Aviation Authority Paper 87017);
(3) if he will call for a report from the Civil Aviation Authority as to why the only improvement which is allowed to extend the time available for successful evacuation in the "Net Safety Benefit Analysis" (Civil Aviation Authority Paper 87017) equation is the installation of fire-blocking layers;
(4) if he will call for a report from the Civil Aviation Authority as to why the "Net Safety Benefit Analysis" (Civil Aviation Authority Paper 87017) does not take into account the presence before flashover of hydrogen fluoride, hydrogen chloride and cyanide toxic fumes in the equations;
(5) if he will call for a report from the Civil Aviation Authority as to the basis on which it aligned the time at which the last survivor exited the cabin to the time the cabin environment became non-survivable in the equations for the "Net Safety Benefit Analysis" (Civil Aviation Authority Paper 87017).
§ Mr. Peter BottomleyThe Civil Aviation Authority is wholly responsible for aviation safety regulation. I will ask the chairman of the authority to write to the hon. Member.
