§ Mr. Luce[holding answer 27 June 1988]: Revised grading classifications for senior posts were introduced in 1984. Permanent Secretary—the senior Civil Service post, became grade 1 and this title has been used in the "Civil Service Year Book". Sir Michael Quinlan was the senior civil servant in the Department of Employment. The titles "Permanent Secretary" and "Head of Department" are sometimes used in other documents.
