§ Mr. CopeThe Training Commission, which administers YTS, is encouraging employers to recruit 16 and 17-year-olds through YTS whether or not they gave them immediate "employed" status, to continue YTS training for those who do become employees, and to enrol in YTS any 16 and 17-year-old employees who are not already in the programme.
