§ Mr. SainsburyAs I said to the hon. Member for Moray (Mrs. Ewing) on 10 November 1987, at column 158, it is our policy to place equipment orders, wherever practicable, by competitive tendering. This policy has brought significant benefit to the defence budget and to the taxpayer and has promoted the health and efficiency of the defence industry. Where appropriate, however, we do take into account wider, relevant factors, including local employment levels.
