To ask the Secretary of State for Northern Ireland if he will make it his policy that housing benefit in respect of any household be deducted proportionally from all occupants in the household in receipt of benefit, and that the tenant named on the rent book could be held responsible for a proportioned amount of rent and rates charged by the Northern Ireland Housing Executive,
