To ask the Secretary of State for Foreign and Commonwealth Affairs why Her Majesty's Government did not support the United Nations General Assembly resolution 42/231: special plan of economic co-operation for Central America; what information he has on the response by the United Kingdom's EEC partners; what information he has as to which other countries declined to sign resolution 42/231; and if he will make a statement.

United Nations resolution 42/231 on the United Nations special plan of economic co-operation for Central America was adopted by consensus, which the United Kingdom joined, together with all our EEC partners.

We did not co-sponsor the resolution because we wished to make an explanation of vote on it. I understand that several other countries, including a number of Commonwealth countries, also decided not to co-sponsor.
