§ Mr. MellorMy right hon. and learned Friend met Mr. Shevardnadze in New York on 6 June. They discussed a range of issues including arms control. The Warsaw pact's superiority in conventional forces is at the heart of the security situation in Europe. Highly asymmetrical reductions—including reductions of forward—deployed Soviet forces-will be need to redress the conventional imbalance and establish stability.
