§ Mr. RyderFarmers are already required to keep rights of way over their land unobstructed. This will not be affected by their joining the set-aside scheme. The advisory guidelines to be issued shortly will remind farmers of the need to conform to obligations as regards rights of way on their land. Enforcement is a matter for highways authorities.
