To ask the Minister of Agriculture, Fisheries and Food what provisions he is making under the set-aside scheme to ensure that land set aside which is crossed by public rights of way is kept clear; and if he will make a statement.

Farmers are already required to keep rights of way over their land unobstructed. This will not be affected by their joining the set-aside scheme. The advisory guidelines to be issued shortly will remind farmers of the need to conform to obligations as regards rights of way on their land. Enforcement is a matter for highways authorities.
