To ask the Secretary of State for the Environment if he will list all district councils in England and Wales which will receive no rate support grant in respect of the 1988–89 financial year.

All district councils will receive domestic rate relief grant. The following English district councils are not expected to receive any block grant on the basis of the most recent estimate made under section 66(1) of the Local Government, Planning and Land Act 1980:

  • Wokingham
  • South Buckinghamshire
  • Chiltern
  • Milton Keynes
  • Wycombe
  • Basildon
  • Harlow
  • Thurrock
  • Hart
  • Redditch
  • St. Albans
  • Stevenage
  • Three Rivers
  • Welwyn Hatfield
  • Selby
  • Bassetlaw
  • Oxford
  • Epsom and Ewell
  • Guildford
  • Reigate and Banstead
  • North Warwickshire
  • Crawley

The position in Wales is a matter for my right hon. Friend the Secretary of State for Wales.
