§ Mrs. RoeMy Department has no plans to ballot tenants. However, final decisions on the areas to be designated as housing action trusts will be taken in the light of local views. My right hon. Friend wrote on 11 July to all residents in the Halton Moor estate who might be affected by the establishment of a housing action trust, and I met representatives of tenants groups in Leeds on Friday.
