To ask the Secretary of State for Social Services (1) if he will make a further statement on how he plans to finance the changes in primary health care set out in the White Paper "Promoting Better Health".

(2) if he will make a further statement on his plans to introduce charges for eye tests and dental checks.

The discussions in the other place have produced no new arguments in relation to our proposals for sight tests and the dental examination charge. We remain of the view that it is right that those who can afford to should contribute towards the cost of sight tests and dental examinations. Our proposals rightly exempt those whose circumstances are such that they cannot afford to pay. We do not accept that those who are not exempt will be deterred from seeking treatment. The proposals were part of a package which would make a significant contribution to improvement in primary health care.
