The exchanges referred to were part of the US/USSR protocol on the joint verification experiment (JVE). As my noble Friend the Minister of State for Defence Procurement stated in another place on 30 June, the JVE and the associated exchange of data are bilateral initiatives by the US and USSR aimed at securing ratification of their bilateral threshold test ban treaty.
