§ Mr. John PattenThe inquiry is concerned with allegations against persons who are now British citizens or resident in the United Kingdom. The allegations involving Wilhelm Mohnke fall outside its terms of reference, and it would not therefore be appropriate for the inquiry team to raise the case during its visit to the Soviet Union.
