§ Mr. Kenneth ClarkeEmployment and training initiatives form an important part of the work undertaken by the inner city task forces and city action teams. My right hon. Friend the Secretary of State for Employment is introducing measures to appoint specialist Training Commission and employment service staff in inner city areas, extend and improve basic skills training and encourage more employers to become training providers. My right hon. Friend is also introducing the new employment training programme for adults which will provide substantial new help to enable inner city residents to obtain the skills they need to take up job opportunities.
