§ Mr. Peter Bottomley[holding answer 8 July 1988] : No figures are available for the number of unlicensed vehicles evading duty in the Greater London area. Figures for unlicensed vehicles include vehicles currently off the road, including those temporarily in the hands of motor dealers, as well as vehicles in use on the road whose owners are evading vehicle excise duty.
