Mr. Tony Lloyd

To ask the Attorney-General (1) how many prosecutions have been brought in relation to events surrounding the capsize of the Herald of Free Enterprise in 1987; how many prosecutions are presently being considered by his Department in relation to events surrounding the capsize of the ferry; and if he will explain the delays in bringing forward any such prosecutions;

(2) what information he has as to how many (a) criminal charges have been brought and (b) convictions have been secured against individuals in relation to events surrounding the capsize of the Herald of Free Enterprise in 1987; and if he will explain any delays in bringing forward such charges.

The Attorney-General

Police inquiries were instituted in November, 1987, after the coroner's jury returned a verdict of unlawful killing. The inquiries are, of necessity, complex and extensive. A preliminary report was received from the police in June, and is now being considered by the Director of Public Prosecutions and Counsel. Counsel will advise as to any further inquiries that may be required. No criminal proceedings have as yet been instituted.
