§ Mr. Chris PattenOur policy on the allocation of bilateral aid to developing countries is set out in Command Paper 225, "Bilateral Aid: Country Programmes", published in October 1987. As this explains, the fundamental objective of the aid programme is to promote sustainable economic and social progress and alleviate poverty in developing countries. Priorities are decided accordingly.
