§ Mr. HoyleTo ask the Secretary of State for the Environment what European Economic Community grants are being paid towards the cost of the Arpley Meadow tip infrastructure at Warrington; which American company Power, Water and Waste plc is purchasing the waste from; and when the imports of the waste are due to commence.
§ Mr. MoynihanI understand from Cheshire waste disposal authority that £1.92 million has been granted from the European regional development fund towards 401W the development of the Arpley Meadows waste disposal site. I have no information on the arrangements made by Power, Water and Waste for the procurement of the waste in the United States of America. Whether and when imports might commence depends upon necessary approvals being obtained.
§ Mr. HoyleTo ask the Secretary of State for the Environment whether animal carcases are contained in the American waste proposed to be imported into Warrington.
§ Mr. MoynihanI believe that the proposal relates to household waste, the precise content of which is unknown at this stage.
§ Mr. HoyleTo ask the Secretary of State for the Environment whether his comments to Manchester hon. Members in his letter of 14 June on imports of foreign waste, apply to the proposed import of American waste into Warrington.
§ Mr. MoynihanNo. My right hon. Friend's letter referred to imports from overseas of special wastes which are for specialist treatment or incineration. I made clear on 29 June, at column501, the Government's reservations about the proposed import of household waste from the United States of America, which is quite different in scale and nature.
§ Mr. HoyleTo ask the Secretary of State for the Environment what assessment he has made of possible dangers to public health arising from the proposed importation of American waste into Warrington.
§ Mr. MoynihanI refer the hon. Member to my answer to my hon. Friend the Member for Warrington, South (Mr. Butler), at column654.
