To ask the Secretary of State for the Home Department what guidelines he will be giving to community radio stations in Wales when granting their licences with regard to the proportion of time they will broadcast in Welsh and English; and if he will make a statement.

Under the legislative proposals that my right hon. Friend will bring before Parliament it will be for the radio authority and not the Home Secretary to award radio broadcasting licences, having regard to criteria which will reflect paragraph 7.23 of our Green Paper.
