§ Mr. WaldegraveResponsibility for the provision of land for housing, in so far as that can be secured through the planning system, rests with county planning authorities in preparing structure plan proposals and with district planning authorities in making local plans arid considering planning applications. In approving structure plans and alterations, my right hon. Friend takes into account the likely overall need for housing and the suitability of the proposed ways of meeting those needs.
