To ask the Secretary of State for Social Services by how much general managers in the National Health Service in England have been requested to revise their short-term programmes to achieve a saving on their previously submitted programme; and if he will make a statement.

Regional health authorities have not yet submitted their short-term programmes for 1988–89. We have given them more time in which to do so, so that they can take account of both the extra resources for that year which my right hon. Friend announced on 3 November and the implications for their 1988–89 plans of the additional resources for 1987–88 which I announced in my statement to the House on 16 December.
