To ask the Secretary of State for the Environment what proposals are being considered by his Department for the reduction of emission of hydrocarbons and nitrous oxide from car exhausts.

As to standards which are already permitted within the European Community, I refer the hon. Member to my reply of 7 December, at column20, to my hon. Friend the Member for Fulham (Mr. Carrington). We expect proposals from the Commission shortly to allow tighter standards of controls over small cars.
