To ask the Secretary of State for the Home Department if he will investigate the possibility of amending the rules on television licence refunds, in order to enable people who are forced to leave their homes for extensive periods through unforeseen circumstances, such as hospitalisation, storm damage, property renovation, and so on, to claim full refunds.

Refunds are already available when two licences are held of which one was obtained in error; when an unexpired monochrome licence is surrendered for a colour licence; and when a licence is surrendered within 28 days of its issue (or due date of issue in cases of renewal). There are no plans to extend these arrangements.
