§ Mr. Butcher[holding answer 26 February 1988]: I am not prepared to extend the Child Resistant Packaging (Safety) Regulations to cover household bleach, since the best medical advice available from leading paediatricians shows that it rarely if ever causes actual injury to children who ingest it. Indeed, the Scobie committee, which made the case for child-resistant closures for hazardous household chemicals, recommended them for bleach only with over 10 per cent. active chlorine. All household bleaches contain less than this.
