To ask the Minister of Agriculture, Food and Fisheries how the agreement of co-responsibility levies will affect British producers and producers in each other EEC country.

[holding answer 25 February 1988]: The agreement reached by the European Council on the cereals co-responsibility levy will reduce returns to all Community cereal producers by the equivalent of up to 3 per cent. of the intervention price for common wheat if the Community cereals harvest exceeds the production thresholds of 160 million tonnes.

The Council also agreed that the levy should be collected at the point of first sale and not as at present when the grain is processed, sold into intervention or exported from the Community. The detailed ruls for implementing this are under discussion, but the cost of he levy will continue to be borne by the producer. Small cereals producers will be relieved of the burden of both the basic and supplementary co-responsibility levy; again, the detailed rules on this provision are still under discussion.
